			<content:encoded><![CDATA[<p>A day-long food and dance festival is coming to Harrow town centre on St Patrick&#8217;s Day on Saturday, March 17.</p>
<p>The event, which runs from 11am to 5pm, will feature a farmers&#8217; market, continental food stalls and cooking demonstrations &#8211; all taking place in St Ann&#8217;s Road.</p>
<p>Round the corner in St John&#8217;s Road, shoppers will be able to enjoy a colourful line-up of professional and community acts on an open air dance stage.</p>
<p>In honour of St Patrick&#8217;s Day, a troupe of Irish dancers will kick off the show.</p>
<p>Harrow Council says the event is part of efforts to revitalise the town centre and has been funded thanks to a grant from the Mayor of London&#8217;s Outer London Fund.</p>

			<content:encoded><![CDATA[<p>Harrow residents are being urged to have their say on a masterplan for Harrow town centre, Wealdstone and Station Road.</p>
<p>The Harrow and Wealdstone Area Action Plan will guide the way these three areas &#8211; dubbed the &#8220;heart of Harrow&#8221; &#8211; are developed over the next few decades.</p>
<p>This will include the creation of new shops, businesses and homes, as well as changes to roads, pavements and cycle routes.</p>
<p>The plan promises a number of changes designed to improve the look of Station Road including improvements to shop fronts to create a new &#8220;urban boulevard&#8221;.</p>
<p>It also promises changes to the road and pavement layout to make life easier for pedestrians and cyclists. At the moment &#8220;conditions along the highway are often cramped and poorly laid out&#8221;, says the consultation document.</p>
<p>The changes could also include removing the cladding from the 1930s Safari cinema building to reveal its original Art Deco features.</p>
<p>The latest stage of public consultation on the plan runs until February 23 with a series of events throughout the month where people can ask questions and share their thoughts.</p>

			<content:encoded><![CDATA[<p>Supermarket chain Tesco has gained planning permission to expand its store in Station Road.</p>
<p>Harrow Council&#8217;s planning committee approved plans to create a bigger Tesco Extra with a multi-storey car park and new shops and flats fronting Station Road at a meeting on January 18.</p>
<p>HCRA was among those who objected to the scheme because of the impact on traffic and the character of the area.</p>
<p>It was also feared a Tesco Extra, which will sell more items like TVs and fridges, could draw shoppers away from Harrow town centre.</p>
<p>As part of the plans, Tesco has promised to make improvements to the junction where Station Road meets Hindes Road and Woodlands Road.</p>

<p>The proposal for a larger Tesco Extra, including a multi-storey car park and new shops and flats along Station Road, was due to be considered by the committee before Christmas.</p>
<p>But councillors voted to postpone their deliberations in order to visit the site.</p>
<p>Many local residents and shops have objected to the multi-million pound expansion because of the impact on traffic and the character of the area.</p>
<p>HCRA is among local organisations that have voiced their concerns. The plans can be viewed at Harrow Council&#8217;s website <a title="Harrow Council" href="http://www.harrow.gov.uk">here</a> by typing the reference number P/0832/11 into the planning search facility.</p>

			<content:encoded><![CDATA[<p>A decision on Tesco&#8217;s plans for a multi-million pound expansion to its Station Road store has been delayed to allow planning committee members to inspect the site.</p>
<p>Harrow Council&#8217;s planning committee was due to consider the proposals for a much bigger Tesco Extra store at a meeting on Wednesday (December 14).</p>
<p>But councillors on the committee said they did not feel able to judge the plans without viewing the site.</p>
<p>Rayners Lane councillor Joyce Nickolay (Conservative) said she needed a site visit to gain a better understanding of the impact of the development on the surrounding area.</p>
<p>She said &#8220;a 12-minute presentation&#8221; by planning officers was not enough to make an informed decision on such a large-scale application.</p>
<p>Greenhill ward councillor Bill Philips (Labour) also backed a site visit. He said he knew the site very well as he lived nearby but added: &#8220;I accept others may not know it as well as I do.&#8221;</p>
<p>A decision on the plans will now be delayed until the New Year.</p>

<p>The council has put forward four options designed to cut costs and save energy, which include dimming street lights or turning them off completely for some of the night.</p>
<p>Currently street lights, illuminated signs and beacons cost the council £730,000 a year.</p>
<p>Residents can respond to the consultation online <a href="http://www.harrow.gov.uk/streetlighting">here</a> or pick up a form at the Civic Centre library. Responses must be in by December 31.</p>

<p>Father Christmas will be in town for three weekends &#8211; November 26 and 27, December 3 and 4, and December 10 and 11. He&#8217;ll be around from 11am to 4pm at intervals.</p>
<p>St George&#8217;s Shopping Centre is also laying on festive fun with &#8220;Acro Elves&#8221; on Saturday, December 3, a giant snow globe on Saturday, December 11, and an elf factory on Saturday 17 and Sunday 18 of December.</p>
<p>There will be a gift wrapping service on offer on Thursday, December 22 and Friday, December 23.</p>
